Linux kernel 4.14 is not building with GCC 8.3 and binutils 2.32 for arc770
Lets update it to 4.19.

Patch "95aed87b9e2ed982b24122f46ca506cd8b368677"
(ARC: define ARCH_SLAB_MINALIGN = 8) is necessary to
fix hangs during runtime on board. I am not adding it
in patches-4.19 directory because this patch
is already applied in Linux 4.19.26.
