Packages buildbot is erratic, both master and 23.05 packages fail often

the timeout issues are happening on the dual CPU servers, they've more disk
space, so IMO it's something else in the play.

I've restructured the OSUOSL OpenStack/VM based build workers yesterday, so hopefully out of space
problems should be solved.
