at803x SFP support regression in 22.03

Hi All,

I am using an SFP module in a MikroTik RouterBOARD 760iGS. It works in
Openwrt 21.02.x but does not in 22.03.

I have documented the problem in the issue tracker here:
https://github.com/openwrt/openwrt/issues/10892

I suspect the likely culprit is the updated at803x driver in the newer
22.03 kernel. Can someone familiar with the SFP support in the driver
take a look? There are some logs etc there. I am happy to help test to
resolve the issue.
