I made the requested changes here (untested):

I'm a bit afraid that we will break backwards compatibility. If people 
want the same behavior as now, they always now have to change the 
lease-time and preferred_lifetime. I have to think about it again. 
Further, now the preferred lifetime is only set, if "ra_useleasetime" is 
set.

I will test the changes and send them via mailing list again.
