AW: Upcoming 19.07.4 and 18.07.9 stable releases

Hello all,

I noticed today that the "Using the SDK" wiki page has quite outdated
links.  Updating to 19.07.4 and 18.06.8 would be good while at the same
time removing the EOL 17.x link.
