Working with 18.06, arp-scan works as expected; e.g.
# arp-scan -I br-lan -l
Interface: br-lan, datalink type: EN10MB (Ethernet)
WARNING: Cannot open MAC/Vendor file /usr/share/arp-scan/ieee-oui.txt:
No such file or directory
WARNING: Cannot open MAC/Vendor file /usr/share/arp-scan/ieee-iab.txt:

But in 19.07.4, I get the following behavior:
# arp-scan -I br-lan -l
Interface: br-lan, datalink type: EN10MB (Ethernet)
WARNING: Cannot open MAC/Vendor file /usr/share/arp-scan/ieee-oui.txt:
No such file or directory

Ending arp-scan 1.9.5: 256 hosts scanned in 1.854 seconds (138.08
hosts/sec). 0 responded
Has anyone else seen this behavior? Any ideas what might be causing
this? (e.g. misconfiguration of some sort)
