remove "mtd: allow partial block unlock" patch?

Hi Felix, John and all,
when looking for leftovers of removed targets, I found the following patch in generic that states it's specific to ixp4xx target (which has been removed a while ago):

Introduced in 2012 here:

I wonder whether this patch is still needed (maybe because other devices with similar requirements have been added later?) or whether it can be dropped?
If it is kept, maybe we should slightly update the description.
I'd be happy about a hint here.
