+1 for 5.4 as next one but not as next (20.x) release base. 4.19 EOL is
Dec 2020, with 5.4 in master around Jan 2020 we should be able to ship
release with 5.4 before 4.19 gets EOL. Otherwise, I'm worried jumping to
5.4 now might delay next release to the end of 2020. My 2c.
