Hi Felix,

I tried to follow your recommendation regarding not using autostart
to tackle this issue:

Instead of creating a new state, I just used config_state, as it indicates
the need to reload current config, when a new config was loaded. Hence
I isolated what is reload and normal interface autostart, when dev is
created.
