I've noticed this yesterday too.
Seems this has something to do both with procd and ipcalc.sh (because
dhcp-range string had invalid ip addresses, like 0.0.0.100, in
/tmp/etc/dnsmasq.conf).
I was able to get it working after fixing the /tmp/etc/dnsmasq.conf
and setting USE_PROCD=0 in /etc/init.d/dnsmasq
Didn't have much time to debug further.
